What is the PSO certification mark and what does it imply?

PSO is short for the Performance Ladder for Social Entrepeneurship. It is a scientifically underpinned certification mark developed by TNO. It is a tool that measures and confirms the extent to which organisations are engaged in social entrepreneurship. This tool highlights the measures taken within an organisation to increase the labour market participation of vulnerable groups. In this way, an organisation can demonstrate its social commitment to the outside world.

The Social Entrepreneurship Performance Ladder certification

The Social Entrepreneurship Performance Ladder certification, abbreviated to PSO, is a tool for highlighting social engagement within an organisation. The aim of the PSO is to provide greater insight into the extent to which a company contributes to creating employment opportunities for people in a vulnerable position within the labour market.

The aim is to clearly and unambiguously recognise and acknowledge the achievements of these socially responsible enterprises. This ensures that these efforts are visible to the outside world, which has a positive effect on the creation of more sustainable jobs for this target group (people in a vulnerable position in the labour market).

Levels of the PSO

The Social Entrepreneurship Performance Ladder Certification comprises a number of levels:

  • aspirant status;

  • level 1;

  • level 2;

  • level 3.

When an organisation intends to become more socially responsible in its business practices, it can achieve aspirant status; from that point onwards, the organisation can demonstrably begin to practise social entrepreneurship in practice.

The levels of the Social Entrepreneurship Performance Ladder Certification were deliberately chosen, as this relates to an organisation’s ability to progress up the ladder. The aim is to enable us to offer more employment opportunities in a sustainable manner to, for example, vulnerable groups within our society.

PSO 30+ at Confed

On the Performance Ladder for Socially Responsible Enterprise, Confed has achieved level 3 and the PSO 30+ certificate. The PSO 30+ certificate was developed as an additional distinction within the highest PSO performance level (level 3). This certificate recognises organisations that at least meet the quantitative requirements set out in Article 2.82 of the Dutch Public Procurement Act. That article gives (semi-)public contracting authorities the option to reserve contracts for enterprises that focus specifically on the labour-market participation of vulnerable groups.

Thanks to this position on the PSO ladder, we contribute to socially responsible enterprise in a sustainable way. Achieving the 30+ certificate is quite an accomplishment, and it can only be attained through a major effort from the entire company when it comes to inclusive and socially responsible enterprise.
